How do I explain that approaching management is intimidating and somewhat fearful?

In the past our management team has ruled with an iron fist. Honestly many people are just plain scared to bring any problems to them. I want to some up this problem in a paragraph or two. Please help?

If your management is ruling through fear, then they will not listen to the input.
Do you have a new management team that is suggesting they are open to input?
How many people are you representing when you say they are scared to bring problems to management? Maybe the group should state whey they feel this way & you can document it for them.
